Saint Francis Healthcare System recently completed the 2022 Community Health Needs Assessment (CHNA) and the results are now available for review.

A CHNA must be held every three years by non-profit hospitals to meet federal tax exemption requirements under the Affordable Care Act. Following the CHNA, the health system should adopt an implementation strategy to address the community health needs identified through the assessment. The ultimate goal of CHNA is to improve the health of the community.

Primary and secondary surveys were carried out over several months. The primary survey included six focus groups in the four counties targeted in the assessment – ​​Cape Girardeau, Butler, Scott and Stoddard counties. These municipalities were selected for evaluation because they represent the largest volume of patients treated by the São Francisco Health System. Additional primary data was collected through an extensive consumer survey that gathered more than 500 responses from residents in the four counties. Primary data is important to collect because it provides the thoughts and opinions of what local residents perceive as their most critical health needs.

Secondary research included reviewing and extracting information from published data about the region from various federal, state, and local sources. Secondary data are important because they reflect factual information about health needs. The main limitation of secondary data is that publication takes time and often immediate needs are not reflected. In the case of the 2022 assessment, data reflecting the impact of the COVID-19 pandemic on health needs has often not yet been published.

When all the data had been collected, the CHNA team used a customized multi-factor prioritization process to determine the most critical needs in the region. Needs fell into these categories: health, behavioral and community needs. The results were population weighted. The top five priority needs for the Saint Francis CHNA were:

The CHNA includes an executive summary and implementation plan of how the Health System will address priority needs. There are also individual reports for the four target municipalities that have each municipality’s most critical health needs.
