Collaboration is a key ingredient in the process and promise of creating an action plan to address substance abuse and mental health issues in the Grove City community.
On July 5, the City Council voted 5-0 to accept a final draft of the plan created by the Substance Abuse and Mental Health Action Plan Committee, a group made up of about two dozen local stakeholders.
The plan was presented to the council on June 20, and the decision to adopt the plan was presented on July 5.
The plan lays out four main priorities — collaboration, education, prevention and treatment/severe reduction/support — with a series of goals set for different focus areas, said council member Christine Houk, who co-chaired the committee with Safety Director Kevin Teaford.
The document breaks down each overall priority into areas of general focus, each with goals, specific actions outlined to achieve those goals and measurable ways the goals can be achieved, she said.
The plan also sets an expected completion date for each action and measurability, Houk said.
“This committee brought together a multidisciplinary group of individuals from government, education, law enforcement, emergency services, health care providers, mental health clinicians, treatment facilities (representatives), etc.,” she said. “We had a focal point to make sure we were looking at this from a multidisciplinary lens.”
The recommended actions forwarded by the board include a combination of new projects and initiatives and others that are “fortifications” of existing initiatives, Houk said.
The effort to create a mental health and substance abuse action plan for the community was established by a resolution approved by the City Council in February 2020, Houk said.
That initiative was stopped after the outbreak of the COVID-19 coronavirus pandemic in March 2020, she said. The administration and council “never took their eye off the ball” and remained committed to the concept, she said.
The board was formed and began work in earnest in December 2021. The six-month process led to a final plan that the board approved and presented to the community in June, Houk said.
The planning document includes four key objectives.
“No. 1 is growing the stakeholder network,” she said. “We have a contact list that is itself a network of stakeholders, allowing people within the network to communicate with each other.
“The board will effectively dissolve into a network of people who have established a relationship with each other” and continue to work together to advance the overall goal of reducing mental health and substance abuse problems in the community, she said.
Another key goal is to develop a directory of resources that residents who need help with mental health or substance abuse issues can easily access, Houk said. The directory would be available in multiple formats, including online and paper versions.
The committee also recommends that the city continue to use the Columbus Rapid Response Emergency Addiction Crisis Team (RREACT) as the care response team and create a concept for a local alternative to RREACT, she said.
“Having a program tailored to the needs of our local community could make an impact,” Houk said. “Accordingly, we believe it is very important to have a person who is in constant communication with our network of stakeholders, but also monitors the progress of each case.”
The commission also recommends that the city consider creating a framework for a full-time substance abuse and mental health coordinator position, she said. That person would have both administrative and social work practitioner duties and could serve as a “command center” for the network of stakeholders and a “human liaison” between the network and the people who need support, she said.
Community first responders already demonstrate superior skill in responding to and helping to de-escalate substance abuse and mental health situations, board member Sheri Dunagan said.
“We have an opportunity as a community to use this document to develop a network of (stakeholders) using the faith community and our medical community and provide the support that the community, individuals and their families need,” she said.
Implementing a mental health and substance abuse action plan would benefit the entire community, not just those struggling with those issues, said Marie Schiff, a Grove City resident, optician and president of Start Talking Grove City, who also served on the committee.
As a business owner, Schiff said, she knows firsthand that theft in the community often stems from drug abuse and addiction.
The collaborative approach the committee recommends is the way to go, she said.
