WASHINGTON, Dec. 22 (Reuters) – The U.S. House of Representatives will vote on Friday on a $1.66 trillion government funding bill that provides more money for Ukraine’s defense, curbs China’s TikTok app and reforms the certification of presidential elections, a leading Democrat said.
About two hours after the Senate passed the Sept. 30 government funding bill, Second House Democrat Steny Hoyer said the lower house would not take up the bill until Friday morning as it made the final legislative steps to pass it.
“As soon as we receive the document … we will proceed as quickly as possible,” he said on the floor of the House.
The bill, which increases annual funding from about $1.5 trillion, will provide Ukraine with $44.9 billion in war aid and bans the use of the Chinese social media app TikTok on federal government devices.
Progress slowed after conservative Republican Senator Mike Lee introduced an amendment Wednesday night intended to slow immigration.
The move prompted Democrats to introduce a competing amendment that would increase funding for various law enforcement agencies operating on the border.
Both amendments failed, which in practice allowed the legislators to continue working on the whole package.
Senate Appropriations Committee Chairman Patrick Leahy, a Democrat who is retiring after nearly five decades in the Senate, praised bipartisan support for the measure after months of negotiations.
His Republican counterpart, Richard Shelby, who is also retiring after a long career in Congress, said of the 4,155-page bill: “It has a lot of stuff in it. Lots of good stuff.”
Lee’s amendment would require the US to uphold a policy known as Title 42, introduced by former Republican President Donald Trump at the start of the COVID-19 pandemic that prevented hundreds of thousands of immigrants from seeking asylum. It gives border officials the ability to quickly expel migrants to Mexico without being able to seek asylum in public health emergencies.
The policy was due to expire earlier this week, but the Supreme Court held back the end of Title 42 as it considers litigation brought by Republican-led states.
Of the more than a dozen amendments discussed, the Senate adopted one, allowing the transfer of proceeds from the sale of seized property to help Ukraine. Another requires facilities for pregnant employees to be made available.
While the spending bill is expected to pass in the Democrat-led House, a majority of Republicans have come out against it, criticizing the package for increasing spending without addressing priorities such as securing the U.S.-Mexico border.
Representatives in the House of Representatives wanted to postpone negotiations on the year-long legislation until early next year, after winning a majority.
