Since 2006, federal law has required the Department of Health and Human Services to develop a virtual reality network that will improve public awareness during public health emergencies. This network is intended to facilitate the rapid detection and rapid response to potentially fatal disease outbreaks — such as COVID-19.
However, this network did not work 15 years later.
We recommend that HHS give priority to the development of this network – to integrate and design a lead office to implement it and define tasks and responsibilities.

What GAO Found
Since 2006, several federal laws have mandated that the Department of Health and Human Services (HHS) take steps to increase public awareness of hazards associated with public health emergencies’ yes, like COVID-19 virus. The lack of significant progress in the implementation of the requirements of the law is due, in part, to the failure of the national sector to prioritize the requirements of the law and the lack of proper management and administration. Such a system would include a management unit with specific functions and responsibilities to implement legal requirements, and an organization to provide oversight of these efforts. During the GAO review, HHS began formulating a plan of action designed to address the requirements of the 2019 Act. However, HHS did not provide a timeline for the completion of the action plan.
In January 2022, the GAO declared HHS leadership and multiple public health coordination as a major risk. For more than a decade, GAO has reported on how HHS is fulfilling its role in planning, as well as responding to public health emergencies and has found permanent limitations in its ability to perform this role. Similarly, HHS does not provide the necessary guidance to implement the required activities in the 2019 Act.
Public health authorities face a variety of challenges with identifying lessons learned from COVID-19 that will best inform HHS in improving and implementing public health awareness. The network monitors ecosystems. In particular, state survey respondents identified a number of data sharing challenges faced in managing public health data. After more than two years of experience in response to COVID-19, HHS did not take steps, until March 2022, to identify, document, and share all the challenges and lessons learned from the disease. These challenges and lessons can be incorporated into the design and implementation of public awareness campaigns on the public health situation and the biodiversity monitoring network. Why GAO Did This Study
COVID-19 has attracted the urgent need for public health officials to have access to real-time information about emerging threats to enable them to make timely, timely decisions. GAO reviews HHS documents, such as state grants, technical and reporting guidelines, and recruitment plans. He also reviewed the documents and compared it to the requirements contained in the law.
In addition, the GAO surveyed public health officials from 50 U.S. states, the District of Columbia, and five U.S. states. Thirty-nine states, the District of Columbia and three counties of the United States (hereinafter referred to as states) responded to the survey, accounting for 77 percent of the respondents. GAO evaluated these responses to identify the COVID-19 challenge and the lessons learned. In addition, the GAO interviewed representatives from eight public health organizations representing the state and local levels, such as the National Board of Governors and the National Association of Professional Health Professionals.
