Since 2006, federal law has required the Department of Health and Human Services to develop a virtual reality network that will improve public awareness during public health emergencies. This network is intended to facilitate the rapid detection and rapid response to potentially fatal disease outbreaks — such as COVID-19.

However, this network did not work 15 years later.

We recommend that HHS give priority to the development of this network – to integrate and design a lead office to implement it and define tasks and responsibilities.

What GAO Found

Since 2006, several federal laws have mandated that the Department of Health and Human Services (HHS) take steps to increase public awareness of hazards associated with public health emergencies’ yes, like COVID-19 virus. Public health authorities face a variety of challenges with identifying lessons learned from COVID-19 that will best inform HHS in improving and implementing public health awareness. Why GAO Did This Study

Thirty-nine states, the District of Columbia and three counties of the United States (hereinafter referred to as states) responded to the survey, accounting for 77 percent of the respondents.
