The United States welcomes the interim report of the United Nations panel of experts released on December 30 and shares the report’s concern about the sharp increase in violence and the deterioration of the security and humanitarian situation in the eastern Democratic Republic of the Congo (DRC). Acknowledging the leadership of the leaders of the East African Community and Angola, we call on the leaders of the Great Lakes and the armed actors to accelerate the implementation of the many commitments to end the conflict, especially those agreed at the mini-summit on peace and security in Luanda on 23 November. We expect the UN-sanctioned March 23 Movement (M23) to withdraw to the locations specified in the Luanda Communiqué of 23 November and call on all armed groups, including M23, to cease hostilities, lay down their arms and join the east. African Community-led Nairobi Process consultations between the government of the DR Congo and armed groups.
Given the clear evidence of Rwandan support for M23 in the report and credible reports of serious human rights abuses by M23, we reiterate our call on Rwanda to end its support for M23 and withdraw its troops from eastern DRC. We also condemn the cooperation between elements of the Congolese Armed Forces (FARDC) and armed groups, including the FDLR, as described in the report. We strongly condemn the attacks by several armed groups on UN peacekeepers, as well as the reported acts of torture, rape and attacks on civilians by several armed actors that contributed to mass displacement during the reporting period. Finally, we underline our concern at the alarming escalation of xenophobia and hate speech fueling violence against the Rwandan-speaking community in the DRC, as highlighted in the report. We call on DRC officials to continue to speak out publicly and condemn such discourse and hold those who use violence accountable.
The United States welcomes the report’s recommendations and commends African-led diplomatic efforts, including the Nairobi and Luanda processes, to promote peace.
