The State Department recognizes the positive impact of travel to the United States by foreign students and temporary work visa holders on the U.S. economy. and aims to facilitate non-immigrant travel and reduce visa waiting times. We are pleased to announce that the Secretary of State has decided to extend the power of consular officers to waive individual interviews for certain categories of nonimmigrant visas until December 31, 2023.

Consular officers are permitted, until December 31, 2023, to continue to waive individual interviews on a case-by-case basis for certain first-time and/or renewing applicants. These visa categories are for Temporary Agricultural and Non-Agricultural Workers (H-2 visas), Students (F and M visas), and Academic Exchange Visitors (study visas of J), and certain beneficiaries of approved individual applications for temporary nonimmigrant worker visas. in the following categories: Persons in Special Employment (H-1B visas), Visitors for Training or Special Education (H-3 visas), Intracompany Transferees (L visas), Persons with and Exceptional Ability or Achievement (O visas), Athletes, Artists, and Entertainers (P visas), and Participants in International Cultural Exchange Programs (Q visas); and qualified derivatives. These exemptions are authorized by determination of the Secretary of State with the approval of the Department of Homeland Security.

The authorization to cancel individual interviews for applicants renewing visas under the same conditions within 48 months of the visa expiry was previously allowed to remain in place until further notice.

These waiver authorities have reduced visa waiting times at many embassies and consulates by freeing up time for individual interviews for other applicants who need screening. About half of the nearly seven million nonimmigrant visas the Department issued in Fiscal Year 2022 were adjudicated without individual interviews. We have successfully reduced visa waiting times around the world, after being closed during the pandemic, and we are doing our best to reduce those waiting times as quickly as possible, including for applicants the first of the tourist visas.

Embassies and consulates may still require individual consultations based on local conditions.
