The Kimberley Process is an international, multilateral initiative created to increase transparency and oversight of the diamond industry to eliminate the conflict diamond trade.
The United States was pleased to support Botswana’s bid to host the Permanent Secretariat of the Kimberley Process, which was approved during the 2022 Kimberley Process General Assembly. Botswana’s legacy of good mining governance makes it a champion for transparency and accountability in the rough diamond business.
During the meeting, Russia and Belarus violated the rules based on consensus to prevent participants from discussing the impact of the Kimberley Process on Russia’s war in Ukraine and Russia’s diamond production. The United States and like-minded countries have urged the participants of the Kimberley Process, first by sending letters to the chairman of the Kimberley Process and again during plenary meetings, to include this issue on the agenda. The latest message was officially included in these letters criticizing Russia’s aggression towards Ukraine and calling for action in the Kimberley process.
The United States is committed to a responsible and sustainable diamond industry and is concerned that the Kimberley process for defining conflict diamonds does not adequately address human rights and other important standards. The United States will advocate for expanding the definition of conflict diamonds in the Kimberley Process, including during the formal review of the Kimberley Process Certification Scheme in 2023.
The United States remains deeply concerned about the ongoing conflict in the Central African Republic (CAR) and its impact on its diamond exports. CAR is the only country in the world that produces conflict diamonds, as defined by the Kimberley Process. The United States is committed to working with the government of CAR and continues to work tirelessly to balance the need for legal exports and Kimberley System obligations to prevent conflict diamonds from entering the commercial supply chain.
The United States hopes to attend the Kimberley Process meetings in 2023 with Zimbabwe as the new chairman.
