Economic objectives and other measures of well-being have been debated for hundreds of years. Adam Smith – the father of modern economics – wrote his great work, “An Inquiry into the Nature and Causes of the Economy of Nations” on the subject.
Researchers around the world have measured it since then, with many studies showing a positive relationship between economic freedom and outcomes that many people value, such as growth. of employment and income. We’ve just released a report that ranks all 383 Metropolitan Statistical Areas in the country by measures of economic freedom. Michigan MSAs do not perform well.
To measure economic freedom in MSAs, Stansel created an index of three main policy areas – taxes, government spending and labor market regulations. Each category contains subcategories and relevant statistics, such as income and salary taxes, government expenditures, and government activities.
Each category is assigned a score between the lowest and highest levels. Scores for each section are summed and averaged for a total score. Michigan’s freedom scores in all three categories are just 6.24 out of 10. The national average is 8% higher, at 6.75.
There is some good news to report. One of Michigan’s 14 MSAs – Midland at 6.76 – exceeded the national average by almost none, although it was still in the bottom half, at 193 out of 383. The state’s worst game is Bay City, which is ranked 346th. The chart below ranks each MSA in Michigan by total freedom score and where it falls in MSAs across the country.
We have carefully studied the impact of labor market regulations. The national average for all areas was higher than Michigan’s, but the difference was most extensive in labor policies: The US average was 22% above the Michigan average. It fares worse than the other two areas, where the national average for government spending is 4% higher than Michigan’s average, and the national average for taxes is 1% lower.
The measure of the labor market law is derived by measuring the weight of the minimum wage, the government’s share of total employment, and the number of unions in the MSA. State minimum wage burdens are measured by taking fixed minimum wage income as a percentage of personal income in each MSA. In other words, it measures the level of the minimum wage that is tied to the local labor market.
The national survey divides MSAs into quartiles: the 25% most free, the second most free, the third most free, and the freest. We found that MSAs in the highest quartile of labor market freedom scores had unemployment about 25% lower than those in the lowest. It has almost 10 times higher population growth and almost three times higher employment growth from 2017 to 2019 than those below.
A look at Michigan’s MSA shows some interesting things, starting with jobs. The average unemployment rate of Michigan’s 14 MSAs exceeded the national average. Only four were below the US average. Only three Michigan MSAs had job growth above the national average from 2017 to 2019. Six of those MSAs lost jobs during that period.
Only the Grand Rapids MSA saw population growth greater than the national average from 2017 to 2019. Only four MSAs saw any increase. This is disturbing; Population growth can reflect the attractiveness of a place to people who enjoy a better quality of life, including economic opportunities. The Census Bureau reported this year that Michigan’s population has decreased again.
It is important to note that correlation is not causation. But previous research papers that control for factors other than those we mentioned, such as income and geographic distance, have come to a similar conclusion. The method used here was born from the Canadian-based Fraser Institute’s “Economic Freedom of North America” index and its international counterpart, “Economic Freedom of the World.”
Hundreds of papers have used those indicators to study this very issue, and they almost all come to the same conclusion: Greater economic freedom is associated with better economic outcomes. Those results include not only things like higher GDP or more income, but also the increase in population, satisfaction of life, clean environment and the hope of the life.
The results of our study, and a lot of evidence from previous work, again suggest that the path to success is paved with a touch of light regulation, low taxes, and control of government spending.
