County programs will get their first significant increase in over a decade — though some details remain uncertain.

Pennsylvania mental health workers are optimistic after seeing nearly $ 43 million in funding for district programs in the new budget.
The about 5% increase is the first major wound on the product in more than a decade, says Lisa Schaefer, Executive Director of the Local Commission Association. She added that a 10% reduction in district services in 2012 has long been a problem for behavioral health programs.
These programs have seen a great need in a series of crises – opioid addiction, tragedy and the recent increase in suicide attempts and mental illness in children and adolescents.
Schaefer said the increase in funding will help employ and retain much-needed staff and increase bed capacity for people in need of day and night care. “So that’s a lot of people we can serve, a lot of people we can help, that’s a lot of benefit to our community.”
Schaefer noted that she is still awaiting final confirmation of how the money will be distributed – and how much will be spent on community-based programs instead of being given to government psychiatric hospitals.
That is also a concern for Montgomery County Mental Health Director Pam Howard.
“It’s absolutely good to see money in the Governor’s budget for mental health,” said Howard, who also manages the district’s developmental disability and early intervention programs. “It is not yet clear what these dollars are for, and in particular that they will increase the district’s mental health allocation.”
District costs provide services that health insurance cannot afford, Howard said. These include crisis services, student support programs and housing for people with major challenges. She said it is important to increase funding to strengthen those efforts.
Andy Carter, chairman of the Hospital and Health System Association, said the investment should take some stress away from the hospital’s emergency departments, where most people in crisis end up in days or weeks.
“Strengthening the behavioral health delivery system will help us be able to exclude these patients so that they get the care they deserve and the care they really need,” Carter said.
He pointed out that the state is also allocating $ 100 million in one-time federal assistance funds to COVID-19 to help primary care physicians provide some psychiatric services.
The budget also prioritizes programs such as the Nursing and Family Partnership, which was initially threatened with a reduction in funding, according to the President of the American Academy of Children in Pennsylvania Dr. Mary Ann Rigas.
The team, which represents about 2,300 pediatricians in Pennsylvania, is confident that such funding for early childhood care will increase the state’s ability to promote the development of the youngest, “Rigas said. “Going forward, we urge PA policymakers to prioritize public support after childbirth, which is through increased Medicaid coverage and post-natal depression and anxiety testing.”
This new year is a $ 100 million line item for in-school support, the Associated Press reported. Each district in the state will receive a $ 100,000 base grant, and charter schools will receive $ 70,000.
In addition, the state’s Safety and Security Fund, established in 2018 to improve physical school safety following the high school shooting in Parkland, Florida, will also receive $ 100 million. The money has historically been used to improve security – including cameras, security gates and school building staff.
The budget also includes nearly $ 30 million for Medicaid subsidy payments, HAP President Andy Carter added. These funds help ensure that people have access to facilities such as trauma centers, burn units and key access hospitals in rural areas.
To Carter, that is another reason to celebrate the passage of the budget at a time when political divisions make it harder for campaigners and advocacy groups to do everything.
“To see all political parties coming together for behavioral health is really exciting and inspiring for us as we move forward.”
