The United States adamantly rejects Russia’s fraudulent attempts to change Ukraine’s international borders, including holding sham “referenda” in Ukraine’s Luhansk, Donetsk, Kherson, and Zaporizhzhya regions. This is a clear violation of international law and the UN Charter. In response, the United States and our allies and partners are imposing immediate and severe sanctions targeting additional Russian government officials, their family members, Russian and Belarusian military officials, and defense procurement networks, including goods. -international suppliers supporting the Russian military construction.

We are also issuing a clear warning supported by the G7 Leaders: We will hold accountable any individual, organization, or country that provides political or financial support to Russia’s illegal attempts to change the situation on the territory of Ukraine. In support of this commitment, the Departments of Treasury and Commerce are issuing new guidance on increased sanctions and export control risks for entities and individuals located inside or outside of Russia that support Russia’s sham referendum, alleged seizure, and partial seizure. from Ukraine.

The State Department is taking action to impose visa restrictions on 910 individuals, including members of the Russian military, Belarusian military officers, and Russian agents who violate Ukraine’s sovereignty, territorial integrity, and political independence. The department also recognizes a Russian citizen, Ochur-Suge Mongush, for his involvement in the gross human rights abuses of a Ukrainian prisoner of war. Under this administration, Mongush and his family members are not eligible for entry into the United States.

In addition, the Treasury Department’s Office of Foreign Assets Control (OFAC) designates an additional 109 members of the State Duma, 169 members of the Federal Council of the Russian Federation, and many members of the Russian government. including Elvira Sakhipzadovna Nabiullina, Governor of the Central Bank of the Russian Federation (CBR) and former adviser to Putin; Olga Nikolaevna Skorobogatova, First Deputy Chairman of the CBR; and Aleksandr Valentinovich Novak, Deputy Prime Minister. OFAC is also naming family members of Russia’s National Security Council, such as Russian Prime Minister Mikhail Vladimirovich Mishustin’s wife and two adult children, Defense Minister Sergei Kuzhugetovich Shoigu’s wife and grown children and National Guard Chief Viktor Vasilievich Zolotov’s wife and children. adults, along with them. The immediate family members of the Deputy Chairman of the Security Council of the Russian Federation Dmitry Anatolievich Medvedev, the Speaker of the Federal Council Valentina Ivanovna Matviyenko, and the Governor of Saint Petersburg Aleksandr Dmitrievich Beglov.

The State Department joins the Treasury Department in targeting family members of Russia’s National Security Council by designating Olga Sergeevna Sobyanina and Anna Sergeevna Ershova under Executive Order (E.O.) 14024 as the minor children of the mayor of Moscow and a member of the Russian Security Council Sergey Sobyanin, a person whose assets and interests are blocked by E.O. 14024.

To further strengthen our commitment to stop access to Russian technology critical to its military, OFAC is naming 14 individuals, including international suppliers, who have supported the Russian defense sector. Sanctions against us and our allies and partners have affected Russia’s ability to obtain critical components and technologies, forcing Russia’s defense-industrial base to use intermediaries and third-country suppliers. This action sends a clear message that international suppliers of sanctioned Russian organizations and the Russian defense sector are at risk of sanctions.

Finally, the Department of Commerce is issuing legislation that will add 57 entities located in Russia and the Crimean region of Ukraine to the list of entities – bringing the total to 392. We will continue our strong, coordinated efforts. of the United States to hold Russia accountable, cut off the Russian military from international trade and severely limited its ability to continue aggression and project power.
