The text of the following declaration was released by the Governments of the United States of America and the Socialist Republic of Vietnam at the conclusion of the fourth United States-Vietnam Energy Security Dialogue.

Delegations from Vietnam and the United States met in Washington, DC for the fourth annual US-Vietnam Energy Security Dialogue on July 26 and 28. Deputy Minister of the Ministry of Industry and Commerce of Vietnam Dang Hoang An and Harry Kamian, senior official of the State Department of Energy Resources (ENR) Office, led the delegations.

Delegations discussed key areas for continued bilateral cooperation on clean energy such as the development of the electricity market; energy saving and efficiency; transmission; energy storage; and the steps required for an energy transition that will lead to net zero emissions by 2050.

Vietnam and the United States discussed the future of advanced clean energy technologies such as offshore wind, nuclear, hydrogen, electric vehicles and battery energy storage, as well as Vietnam’s consideration of the role of liquefied natural gas. Delegations welcomed the participation of private sector representatives from CLASP, the American Council for an Energy-Efficient Economy and the Regional Greenhouse Gas Initiative.

ENR’s energy sector program highlighted ongoing technical and regulatory commitments in support of the Japan-US-Mekong energy partnership. In addition, ENR invited Vietnam to two study trips on the energy market and renewable energy in the United States. The tours will take place later this year and will be led by the National Association of Regulatory Utility Commissioners and the US Energy Association, with the participation of other partners. Dominion Energy representatives shared valuable information with delegations about the company’s experience in offshore wind development in the United States. ENR also highlighted AES Corporation’s intention to pursue offshore wind development in Vietnam, another reflection of the growing trade ties between the US and Vietnam in the clean energy sector.

The United States Trade and Development Agency (USTDA) announced a grant awarded to the National Power Transmission Corporation of Vietnam (NPT) for technical assistance to advance the deployment of smart grid technologies in Vietnam. NPT selected Connecticut-based Actionable Strategies LLC to provide assistance.

In addition, during the visit, on July 26, Deputy Minister An chaired a round table on sustainable energy development organized by the US-ASEAN Business Council.
