The State Department has taken steps to impose visa restrictions on 28 Cuban officials pursuant to Presidential Proclamation 5377, which suspends immigration to the United States by officers and employees of the Cuban government and the Cuban Communist Party.
Among these 28 officials are officials involved in the suppression of peaceful demonstrations on July 11, 2021. Among them are senior members of the Communist Party of Cuba, who are responsible for shaping policy at the national and provincial levels. Instead of ensuring the safety of the Cuban people and respecting their freedom of expression and peaceful assembly, these officials allowed or facilitated violent and unjust detentions, sham trials, and decades-long prison sentences for hundreds of protesters.
Also implicated are several officials working in the country’s communications and media sector who design and implement policies that restrict Cubans’ ability to freely access and share information and who engage in disinformation. On July 11, 2021, the Cuban government used an internet blackout to prevent the Cuban people from communicating with each other and to keep the world from witnessing the historic events of that day. In addition, state media officials will continue their campaign against protesters jailed on July 11, 2021 and their families who speak publicly about the cases of their loved ones. This notice of visa restrictions is in response to actions by Cuban government officials that restrict Cubans from their human rights and fundamental freedoms.
The measure builds on previous efforts to promote accountability for Cuban officials who enable their government to attack democracy and human rights, including the Department’s three rounds of visa restrictions beginning in November 2021 under Presidential Proclamation 5377, as well as the Treasury Department’s four rounds of financial sanctions.
