The Pac-12 plans to consider releasing weekly injury reports as state-sponsored sports betting proliferates, conference commissioner George Kliavkoff told CBS Sports. The initiative comes as Pac-12 is also considering selling its data rights to capitalize on the wave of betting sweeping college athletics.

Injury reports could possibly increase the value of this data. Kliavkoff plans to discuss the concept with Pac-12 coaches and athletic directors in 2023.

“The concept is that if we are going to sell our data collectively and that data is going to be used for sports betting, we need to find a way to be consistent – not just within my conference but between conferences with respect to how we share injury data.” Kliavkoff said.

Injury reports have long been a point of contention for coaches and college administrators. But now, more than 4.5 years after the U.S. Supreme Court paved the way for states to sponsor sports betting, the theme has become a distinguishing feature of professional and college sports in the gambling community.

Professional sports are considered fairer in a gambling sense because bookmakers and their bookmakers know who is playing. For example, the NFL requires injury reports three times a week with in-game updates. Major match-fixing scandals in college sports have occurred on average once per decade since the 1940s.

“If you have a [college] coach who says that participating in an injury report is detrimental to competition, his equipment managers, his coaches, his assistant coaches and his coaches are at increased risk [of being influenced to share such information] ],” said Matt Holt, founder and CEO of U.S. Integrity, a Las Vegas-based firm that investigates corruption in the gaming industry.

“If you know that Coach A never publishes information, it also means that bookmakers and sportsbooks will not receive this information either. That makes them more valuable,” he added. “[The host characters] are going to spend time and resources trying to send bribes to these players, these coaches, these equipment managers, because that information has more value.”

Holt said it would be enough for college coaches to designate players as “available” or “unavailable” to sort things out.

“To travel or not to travel,” Holt added. “If it’s a qualification issue, you don’t travel with the team. You can release it ahead of time.”

In 2011-17, ACC coaches only issued injury reports in conference games. They were intended to serve as guidelines, not to be enforced. In March, MAC sold its stats to UK Genius Sports for an undisclosed amount. In the same month, Pac-12 signed an agreement with Tempus Ex Machina, which could license the league in the future.

The idea behind statistics licensing is to give the rights holder exclusive control over the “latency”, which is the period between when the action takes place in real time and when it hits the betting screens. It’s generally only fractions of a second; however, the rights holder can benefit by releasing the action first.

“We haven’t sold these rights to sports betting companies yet, but I expect it could be part of our next media rights deal,” Kliavkoff said.

Two other FBS commissioners contacted by CBS Sports have yet to hear Kliavkoff’s idea; however, they are willing to listen to suggestions.

Holt predicted that all major conferences would eventually sell their data rights. At the moment, he is consulting such contracts with several leagues. Holt has lectured at conferences on the changing gambling landscape. His company sends out 15-18 global alerts per month about suspicious competitions around the world, half of which result in suspensions, bans or arrests.

In 2019, the NCAA Board of Governors’ Ad Hoc Committee on Sports Betting concluded that “reporting player availability is not a viable option at this time.” That same year, the NCAA Gambling Working Group proposed the first-ever standardized national player availability report. It went nowhere.

“I just want to say that I’m not surprised we’re bringing this back up because it was a very, very intense conversation we tried to have in Indianapolis a few years ago,” said Chris Howard, executive vice president and general manager of Arizona State Public Enterprise. Howard was a member of this ad hoc committee.

In October, the American Gaming Association (AGA) reported that sports betting “handling” in the US (the amount of money that changes hands) has increased by 70% year-on-year.

Currently, 32 states and Washington have approved the legalization of sports betting.
