You’ve probably noticed that legal American sports betting has grown dramatically in recent years. Since the Supreme Court’s ruling in May 2018 gave states the power to regulate sports betting as they see fit, many states have voted to legalize sports betting in the United States. Currently, more than 30 states have legalized some form of sports betting and more will within the next year. Plus, one major sports state, California, is voting to legalize sports betting in less than a month.
Since states have the ability to make their own rules regarding sports betting, what you can and cannot bet on varies depending on where you are. From those that only allow individual sports betting to those states that do not allow betting on college sports, there are many differences that you should be aware of.
Here’s a state-by-state examination of where the country stands on sports betting, as of September 2022. And remember, if you live in a state where sports betting is legal, check out SportsLine’s expert predictions.
The state has proposed several bills, including one in 2021, but all have been shot down. Alabama currently has no commercial casinos.
In 2020, the state placed the legalization of sports betting under the consideration of Gov. Mike Dunleavy even expressed support for the bill. However, the COVID-19 crisis ended its consideration and the bill expires in May 2020.
Sports betting became legal on April 15, 2021. The law in place allows 20 operators in Arizona.
The first official sportsbook was launched in July 2021 and the first online sportsbook was launched in February 2022. Betting on state professional teams and college teams is allowed.

Colorado became the 19th state to legalize betting and as of May 1, 2020 many operators have allowed residents to open online accounts and place wagers. There are restrictions involving state college sports: Betting on the outcome of the game is allowed, but player betting on college sports is prohibited.
In the 2020 election, Colorado expanded the number and type of casino games it can offer. The state has also removed some of the wagering limits.
Sports betting is officially allowed in Connecticut as of September 30, 2021.
Delaware began legalizing sports betting in 2018 less than a month after the Supreme Court decision. Online sports betting is legal, although there are no sportsbooks in the state. All betting on college teams in the state is prohibited.
Florida: It’s tough Sports betting has been temporarily approved and is legal, but is now awaiting another start due to legal issues.
Just three weeks after the launch of online sports betting, a judge ruled that an agreement between the state of Florida and the Seminole Tribe was illegal, and the matter has been pending in federal court ever since. Although the Department of the Interior and the Seminole Tribe filed briefs in August 2022 to bring back a new compact, talks on the matter may not begin until the summer of 2023.
Efforts to pass a motion in 2022 failed. There is hope that a new motion will be introduced in 2023 that would legalize sports betting in Georgia.
A bill was proposed in January 2019 that would allow the regulation of sports betting through a newly established corporation, but the bill was rejected.
Legislation was passed in June to allow sports betting, although college sports in the state would be off-limits under the new law. It would make gambling legal in various places both in person (including Wrigley Field) and online. Gambling is permitted in the state as of March 9, 2020. Betting on college sports can only be placed in person, not online. Betting on the results of regional league games is allowed, but player betting is prohibited.
Wagering on pro and college sports became legal in September 2019 with both mobile and in-person betting allowed in many places. Betting on the outcome of a college game is allowed, but player betting on college games is prohibited.
Iowa legalized sports betting in 2019, with many sites beginning to accept gambling by the end of that summer. State law allows betting on both pro and college sports. Betting on the results of interstate college games is allowed, but player betting on college games is prohibited.
Live sports betting started in Kansas on July 1, 2022.
Kentucky: Not a law, but a law has been proposed.
Efforts to pass a motion in 2022 failed. There is no word yet on whether there are plans to propose a new plan to legalize sports betting in Kentucky by 2023.
Retail sports betting was launched in October 2021 in many churches. Mobile sports betting started in January 2022.
Maine: Not a law, but a law has been proposed.
A law to legalize online sports betting was approved in May 2022, but the launch date has not yet been set.
After the 2020 election results, Maryland allowed sports betting.
In December 2021, Baltimore casinos began accepting in-person sports betting. Horseshoe Casino Baltimore and Live! Casino and Hotel Maryland were among the casinos to have sportsbooks open in their arenas.
A law to legalize online sports betting was approved in August 2022, but the launch date has not yet been set. Betting on regional league matches, both on match results and odds, will be prohibited. Betting on the outcome of a state college game will only be allowed if that team is playing in a tournament of four or more teams.
Gov. Gretchen Whitmer signed bills in late 2019 that would allow both sports betting and online gaming in the state. Casinos in the region began accepting wagers in March 2020.
Legislation to legalize sports betting in Minnesota was passed in August 2022, but a start date has not yet been set.
The first sports betting in Mississippi was placed on August 1, 2018. The state passed a law in 2017 that allows sports betting.
Missouri: Not a law, but a proposed law.
Missouri has had several sports betting bills introduced in recent years but the state has yet to act on them. The state legislature has been suspended.
Legal sports betting came to the state from March 2020. Sports books are regulated by the state lottery. The lottery manager can determine the games that can be bet on and the type of wagers that can be placed.
Governor Pete Ricketts legalized sports betting and signed it into law on May 25, 2021, although there is only individual betting. All betting on college sports and state events, including betting on players, is prohibited.
New Hampshire joined the list of states with legalized sports betting on the second day of 2020. The state agreed to a six-year contract with DraftKings, so mobile sportsbooks can be used throughout the state. All betting on college sports and state events, including betting on players, is prohibited.
New Jersey has long advocated for legalized sports betting and was responsible for the case that led to the federal reversal in the Supreme Court. As such, it wasted no time in legalizing sports betting following the decision, opening the first sports book in the region on June 14, 2018. Atlantic City and MetLife Stadium, among other venues, now offer wagering on legalized sports. . All betting on college sports and state events, including betting on players, is prohibited.
Under current state laws, sports betting is not expressly prohibited, nor is Class III gaming prohibited by tribal and state compact games. New York passed a bill in 2013 that made sports betting legal at the state level, but the state didn’t open its first official sports book until July 2019. In December 2021, sports betting became legal in Ohio after Gov. Mike DeWine signed into law. However, it is expected that Ohio residents will not be able to place any wagers until Jan. 1, 2023 at the earliest.
Oklahoma: Legislation, not yet initiated.
An effort to get sports betting legalized in Oklahoma by 2022 has failed. There is no word yet on whether a new motion will be proposed in 2023.
Oregon did not need to enact a new law because it already had limited sports betting laws established at the state level, but did not officially begin accepting bets until August 2019. All bets on college sports and events, including player bets , is prohibited.
Six months after the Supreme Court’s reversal, Pennsylvania adopted the first sports betting casino sportsbook in 2018. Additional licenses have since been issued and mobile / online wagering has also been accepted in-state.
Rhode Island also opened its first sportsbook six months after the U.S. Supreme Court decision and is now offering sports betting exclusively at two state casinos ahead of the launch of online betting on September 4. 2019. All betting on state sports and events, including player prop betting, is prohibited.
South Carolina: Not a law, but a law has been proposed.
Gambling in South Carolina is limited to casino boats but the state legislature has proposed bills in consecutive years opening the door to sports gambling. No action has been taken yet.
South Dakota: In the 2020 election, South Dakota legalized sports betting.
Four casinos in Deadwood began accepting sports betting on September 9, 2021. In 2021, lawmakers passed a law that legalized sports betting in Deadwood. However, bettors must bet on the assets of these four casinos. There is no word on when mobile sports betting will be available in the region. All betting on college sports and state events, including betting on players, is prohibited.
The Tennessee state legislature passed a 2019 spring sports betting bill that only allows online betting and mobile apps. The state began allowing mobile sports betting on November 1, 2021. Betting on the outcome of a college game is allowed, but player betting on college sports is prohibited.
Texas: Not a law, but a law has been proposed.
In 2021, a sports betting bill was proposed but not enacted.
Vermont: Not a law, but a proposed law.
Very little gambling is allowed in Vermont to begin with, but there is a proposed bill to legalize mobile gaming wagering in the state. The bill was considered in 2021, but was not enacted.
Sports betting started in 2021, both in person and online. Betting on college sports and state events, and player betting on all college sports, is prohibited.
The government passed legislation in early 2020 to allow sports betting in tribal casinos in the state. The state does not allow mobile/online wagering. All betting on college sports and state events, including betting on players, is prohibited.
The Sports Lottery Amendment Act of 2018 went into effect in May 2019, and the city launched its own sports wagering app and website managed by the DC Lottery. All betting on college sports and events, including betting on players, is prohibited.
In August 2018, West Virginia became the fifth state to legalize sports betting. The region offers both in-person and online sports wagering.
Commissioner Tony Evers signed an agreement allowing in-person and mobile betting via mobile app while at Oneida Nation sports facilities. All betting on interstate college and amateur sports and events, including betting on players, is prohibited.
On September 1, 2021, legal sports betting went live in the state.
