Regulators have approved a temporary set of guardrails to guide sports betting in Kansas when it launches later this year — but the exact start date remains uncertain.
Officials, including Gov. Laura Kelly, have publicly said they hope to have sports betting in Kansas up and running by the start of the National Football League season in early September, though the state may not meet that goal.
Todd Allen, director of sports betting for the Kansas Racing and Gaming Commission, said a timeline for a launch date is not yet available.
“I will say that we are making progress and hopefully sports betting will come to Kansas soon,” Allen said in an email.
Kelly signed the sports betting bill into law in May, a breakthrough for lawmakers after years of gridlock over how much the state should receive from all revenue, among other disputes.

Under the law, casinos can partner with online betting platforms, as well as up to 50 retailers, such as a restaurant or gas station, to offer live betting. Kansas Speedway, Sporting Kansas City and federally recognized tribes may also offer wagering.
The state will take a flat 10% cut from all bets, regardless of whether they are placed online or in person.
While the legalization of sports betting was expected to bring only a few million dollars a year to state coffers, it is likely to attract bettors across the border to the Kansas City area after Missouri failed to pass its version of sports betting legislation in 2022.

“We’re not doing anything to stop sports betting in Kansas,” David Moses, KRGC president, said during Friday’s meeting.
Don Brownlee, KRGC’s executive director, acknowledged the goal is to have everything up and running by the NFL kickoff on Sept. 8.
“We know sports betting regulations aren’t quite where everyone would like them to be, but there’s obviously a lot of interest in getting sports betting up and running in Kansas,” he said.
Operators will be granted a one-year provisional license based on their work in other states, a move designed to streamline the early days of betting, as well as a recognition that bookies coming to Kansas are large national companies.
Some of these contracts have already been signed, although each casino has chosen to partner with different firms.
The Hollywood Casino in Kansas City, for example, has signed on with Barstool. Kansas Star Casino in Mulvane, meanwhile, has partnered with BetMGM and FanDuel.
According to the statute, each of the four casinos in the state can partner with as many as three mobile applications where users can bet, which means that as many as 12 companies can operate in the state.
What comes next for sports betting in Kansas?

Contracts between the Lottery and the four state casinos must be concluded, and negotiations are ongoing. The KRGC must also conduct background checks and obtain information on sports betting platforms that wish to operate in the state.
The lottery also began signing ads for sports betting companies, explaining more and more promotions on social media and television.
As with other proposed rules and regulations, the lottery and KRGC regulations will now go to Attorney General Derek Schmidt’s office for approval. Once approved there, it will then go to the Secretary of State for review and official publication.
John Milburn, a spokesman for Schmidt, said the regulations are already under review, but an exact timeline for approval is not yet known.
“Regulatory review for legality varies significantly from regulation to regulation, depending on the complexity of the regulation and underlying statutory authority and the ease with which any potential issues can be resolved,” Milburn said in an email.
The process works a little differently for the state’s four federally recognized tribes. Under the federal Indian Gaming Regulatory Act, tribes enter into gaming agreements with the state individually that outline the rules and procedures to be followed.
The tribes will work with the Kansas State Gaming Agency, the regulatory body that governs tribal gaming, to amend those agreements.
Kelly said in June that negotiations with the tribes were “continuing.”
