Collaboration is a key ingredient in the process and the promise to create an action plan to address the issues of drug addiction and mental health in the Grove City community.

On 5 July, the city council voted 5-0 to accept the final draft of a plan developed by the action plan committee for drug addiction and mental health, a group consisting of around two dozen local stakeholders.

The plan was presented to the municipal council on 20 June, and the decision to adopt the plan was presented on 5 July.

The plan identifies four main priorities – cooperation, education, prevention and treatment / hard reduction / support – with a number of goals and objectives set for different focus areas, said council member Christine Houk, who served as the committee’s chair along with security director Kevin Teaford.

The document divides each overall priority into general focus areas, each with goals and objectives, specific actions listed to meet those objectives and measurable for how the objectives can be achieved, she said.

The plan also sets an expected completion date for each of the actions and measurable, Houk said.

“This committee was a gathering of an interdisciplinary group of individuals from government, education, law enforcement, first aid, health professionals, mental health clinicians, treatment institutions (representatives), etc.,” she said. “We had a focal point to make sure we looked at this from an interdisciplinary lens.”

The recommended actions forwarded by the committee include a mix of both new projects and initiatives and others that are “fortifications” of existing initiatives, Houk said.

The work of creating an action plan for mental health and substance abuse for society was established by a resolution the city council had approved in February 2020, Houk said.

This initiative was stopped after the COVID-19 coronavirus pandemic hit in March 2020, she said. The administration and the council “never took (their) eye off the ball” and remained committed to the concept, she said.

The committee was formed and began its work in earnest in December 2021. The six-month process led to the final plan the committee approved and presented to society in June, Houk said.

The planning document contains four main objectives.

“No. 1 is the growth of a stakeholder network,” she said. “We have a list of contacts that are the stakeholder network itself, so that the people in the network can communicate with each other.

“The committee will effectively dissolve into a network of people who have formed a relationship with each other” and continue to work together to advance the overarching goal of reducing mental health and substance abuse problems in society, she said.

Another main goal is to develop a catalog of resources that residents who need help with mental health or substance abuse problems can easily access, Houk said. The catalog will be available in several formats, including web and paper versions.

The committee also recommends that the city continue to use the Columbus Rapid Response Emergency Addiction Crisis Team (RREACT) as a care team and create a concept for a local alternative to RREACT, she said.

“It can be effective to have a program tailored to the needs of our community,” Houk said. “Accordingly, we believe it is very important to have a person who is in constant communication with our stakeholder network, but who also monitors the progress of each case.”

The committee also recommends that the municipality consider developing the perimeters for a full-time position as a substance abuse and mental health coordinator, she said. This person will have both administrative and social work responsibilities and can act as a “command center” for the stakeholder network and the “human connection” between the network and people who need support, she said.

First-aiders in the community are already showing top skills in responding and helping to de-escalate situations related to substance abuse and mental health, said committee member Sheri Dunagan.

“We have an opportunity as a community to use this document to grow (stakeholder) networks by using the faith community and our medical community and providing the support that society, individuals and their families need,” she said.

Implementing an action plan for mental health and substance abuse will benefit society as a whole, not just the individuals struggling with these issues, said Marie Schiff, a Grove City resident, optician and president of Start Talking Grove City, who also served on the committee. .

As a business owner, Schiff said, she knows first-hand that thefts in society often stem from drug abuse and addiction.

The collaboration approach the committee recommends is the right way to go, she said.

The Colorado Student Assessment Program (CSAP) was based on the old Colorado Model Content Standards, which in no way reflected the new standards. After 16 years, CSAP ended its life cycle.
