The voice of citizens at the Douglas County Board of Health is now even stronger.

At their June 28 business meeting, the County Board of Commissioners appointed five alternate members of the Board of Health who can vote on decisions of the Douglas County Health Department in the absence of the board member of health for which they have been designated as a substitute. Alternate terms coincide with the member of the Board of Health they represent. Are named:

Donald Parrot, of Parker, is the alternate to health board chair Doug Benevento. For 10 years of his career, Mr. Parrot led community health planning agencies in three states; and has 12 years in executive management of two large multi-hospital healthcare systems. He was appointed to and served for several years on the Tri County Health Board of Directors. He received his B.A. and Masters in Health Care Administration from Indiana University. His term expires in January 2025.

Katheryn Wille, of Castle Rock, is the alternate to Health Council Vice Chair Lora Thomas. She first became familiar with issues associated with the County Health Department and served there as a member of the Douglas County Public Health Advisory Committee. A Sources of Strength Facilitator, she works with youth in our community in evidence-based prevention of suicide, violence, bullying and substance abuse. She earned her B.A. in Integrative Physiology from the University of Colorado, Boulder. His term expires in January 2026.

Kevin Bracken of Castle Rock is the replacement for Board of Health member George Teal. He sits on the Castle Rock Town Council and has been in the health profession since 2004. Prior to this appointment, he served on the Douglas County Public Health Advisory Committee and served as an interim alternate for an absent Board of Health member. . His term expires in January 2025.

Todd Devoe, from Larkspur, is the alternate for Board of Health member Kim Muramoto. Mr. Devoe earned a B.S. in Liberal Arts from Excelsior College and a Graduate Diploma in Homeland Security with a specialization in Emergency Management. He served six years as a contract program manager for the US Navy, Bureau of Medicine and Surgery. His term expires in January 2024.

Kathleen Waugh, of Parker, is the replacement for Linda Fielding, member of the Board of Health. For the past 18 years, Ms. Waugh has worked at the University of Colorado Denver Anschutz Medical Campus/Barbara Davis Center for Diabetes, most recently as a Senior Research Instructor in the Department of Pediatrics, School of Medicine, Division of Clinical Epidemiology. She received her M.S. in epidemiology from the University of Colorado at Denver and her B.S. in zoology from the University of Wisconsin-Madison. His term expires in January 2023.
