During a recent event on Capitol Hill, lawmakers, policy experts, and advocates fighting food waste called on Congress to pass legislation that could help keep food surpluses out of landfills and divert them to those in need. The event was organized by WW, Bread for the World, Harvard Law School Food Law and Policy Clinic (FLPC), Food Tank, and The Healthy Living Coalition, among others.
“I think food is a human right. Of all the things that are worried, people should not worry about access to good and nutritious food,” said Representative Jim McGovern (D-Mass.), Sponsor of the bipartisan bill, known as the Improvement Act Food Donations.
Emily Broad Leib, Director of FLPC Harvard explains that, if passed, the bill would extend protections for businesses that have excess food to donate but fear responsibility. They will also provide incentives for donors and allow organizations to give more food directly to families in need rather than through nonprofit partners.
Leaders of food rescue and emergency feeding organizations from across the country believe that the bill will help them carry out their mission. “We want no one to interfere with receiving donated food,” said Jada Hoerr, Chief Resource Officer for Midwest Food Bank.
Business leaders also voiced their support, stating that they should step up to help food insecurity. “We are here today because the private sector also has a role in improving the American food system,” said Sima Sistani, CEO of WW International. WW is one of dozens of food businesses and organizations that issued an open letter last year, calling on Congress to pass the Food Donation Improvement Act.
By 2021, Feeding America estimates that 53 million people-or one in six-in the United States receive food aid from the charitable sector. At the same time, more than a third of food in the country was wasted, according to nonprofit ReFED.
“We are in a hunger crisis,” said Reverend Eugene Cho, President and CEO of Bread for the World. “We have to shout it out loud.”
And while activists recognize that the bill alone will not solve hunger, it represents an important step to reduce food insecurity and protect the environment. Chef and advocate Tom Colicchio also argues that preventing food waste is a matter of respect for the food that nourishes eating and the workers who produce it. By wasting food, he thinks, “we reduce not only food, but we react to those who are responsible for feeding us.”
Since its introduction, the bill has garnered support from lawmakers on both sides of the aisle. In a statement of video support, Representative Jackie Walorski (R-Ind.), Sponsor of the bill, echoed the words of many event speakers: “Facilitate restaurants and wholesale stores, gardens, and other businesses.
