Over the past year, threat investigations by the United States Capitol Police (USCP) have declined, but the number of cases remains at a historically high level.

In 2022, the USCP Threat Assessment Section (TAS) investigated a total of 7,501 cases. This number includes investigations into fraudulent statements and direct threats.

“Threats against members of Congress are still too high,” said Tom Manger, US Capitol Police Chief. “This has led to a necessary expansion not only of our investigative capabilities but also of our responsibility to protect. While this work is ongoing, it is the best way to keep everyone safe.”

Here are the TAS case numbers over the past five years:

“Overall, the Threat Analysis Division’s caseload has increased over the past several decades because people have a false sense of anonymity and are feeling more empowered on social media,” said Dr. Mario Scalora, consultant psychologist at the U.S. Capitol Police. “This is not a problem we can only arrest ourselves from.”

All members of Congress receive threats and statements of concern. The number of threats against both parties is similar.

“Despite the fact that we have so many cases, our agents are doing a fantastic job of prioritizing the most serious threats,” said Acting Deputy Chief of Intelligence and Protection Operations Jason Bell.

In 2021, the USCP opened field offices to quickly respond to threats where the department has the most threats against members of both parties – Florida and California. These new field staff are not investigating cases related to the January 6, 2021 attack.

To better protect everyone in the legislature, the United States Capitol Police hired their own attorneys and made them available to the Department of Justice (DOJ) as prosecutors who specialize in the unique types of threat cases faced by Congress. 28 US Code 543 allows the DOJ to appoint these Special Assistant U.S Attorneys (SAUSAs). The work of SAUSA is controlled and commissioned by the United States Attorney’s Office (USAO). Other law enforcement agencies also had SAUSAs. The SAUSAs will not be prosecuting cases related to the January 6, 2021 attack.
