The United States is deeply concerned that a UN-brokered ceasefire in Yemen expired on October 2 without the parties reaching an agreement to extend it. Yemeni men, women and children have experienced the tangible benefits the ceasefire has provided: the longest period of calm since the war began, a dramatic drop in civilian casualties, four times more fuel flowing to Yemen’s northern ports, and commercial flights allowing more than 25,000 Yemenis to seek medical care and be reunited with loved ones abroad. Much more is certainly needed, and the expanded ceasefire proposal put forward by the UN would deliver just that: guaranteeing salaries to tens of thousands of civil servants who have not been paid for years, opening roads across the country, expanding international flights and easing customs clearance for fuel ships entering the port of Hudaydah. Most importantly, the UN proposal would allow negotiations to begin on a comprehensive ceasefire and an inclusive Yemen-led political process that would permanently end the war.

The United States welcomes the support of the Government of the Republic of Yemen for the expanded UN ceasefire proposal, as well as the strong support of countries in the region, the UN Security Council, and other international partners. The overwhelming consensus in support of the UN-brokered ceasefire is a testament to its potential to put Yemen on a path to peace and recovery. The United States is urging the Houthis to continue negotiations in good faith and work with the UN to reach an agreement to extend the ceasefire and keep Yemen on the path to peace. We urge all parties to exercise restraint at this sensitive time. The United States emphasizes the unacceptability of the Houthis’ rhetoric, which threatens commercial shipping and oil companies operating in the region.

The ceasefire represents the best chance Yemenis have had for peace in years. The choice before the two sides is simple: peace and a brighter future for Yemen, or a return to senseless destruction and suffering that will further fracture and isolate a country already on the brink. The only way to truly alleviate the suffering of Yemenis is through negotiation, not war.
