On September 20, 2022, ministers and representatives of the governments of the Kingdom of Saudi Arabia, the United Arab Emirates, the United States of America and the United Kingdom, hereinafter referred to as the Quad, met to discuss the situation in Yemen.

The Quad reaffirmed its strong commitment to the unity, sovereignty, independence and territorial integrity of Yemen and its commitment to support the people of Yemen through efforts to end the ongoing conflict and humanitarian crisis .

The Quad welcomed the tangible benefits provided by the truce to the Yemeni people since it began on April 2, 2022. They welcomed the continued implementation of the agreed confidence-building measures and the leadership of the Yemeni government, including facilitation of the flow of fuel in the port of Hudaydah despite the order of the Houthis which delayed the process established for the customs clearance of ships and the resumption of flights in and out of Sana’a airport. They called for the implementation of the pending measures, including the opening by the Houthis of the main roads around Taiz and an agreement on a joint mechanism for the payment of salaries of civil servants. They condemned the large-scale military reinforcement of the Houthis and all attacks that threatened to derail the truce including, among others, the recent Houthi attacks on Taiz. They also condemned the recent Houthi military parade in Hudaydah, in violation of the Hudaydah Agreement.

They stressed the need to consolidate and build on this progress, which requires the compromise of all parties. The Quad therefore fully supported the efforts of the UN Special Envoy, Hans Grundberg, to extend and expand the truce on October 2, 2022, as well as the full implementation of all terms of the truce. The Quad agreed that a permanent ceasefire and lasting political solution must be the ultimate goals of the Yemeni-led and Yemeni-owned political process, under the auspices of the United Nations, and that such a solution must be based on agreed references and on the relevant United Nations Security Council resolutions.

The Quad reaffirmed its support for the Presidential Leadership Council (PLC), stressed the importance of PLC cohesion, and welcomed the PLC’s commitment to improving basic services and economic stability.

The Quad has agreed to meet regularly to discuss both Yemen and wider regional security issues.
