The text of the following statement was released by the governments of the United States of America and the Republic of Korea.

Consistent with President Joseph R. Biden and President Yoon Suk Yeol’s decision in May, the foreign and defense agencies of the United States and Republic of Korea (ROK) held an Extended Deterrence Strategy and Consultation Group (EDSCG) meeting at the plane of the Undersecretary of State/Vice Minister on September 16, 2022 in Washington D.C. Cho Hyundong, ROK First Deputy Minister for Foreign Affairs, and Shin Beomchul, ROK Deputy Minister for National Defense, led the ROK delegation. Undersecretary for Arms Control and International Security Affairs Bonnie Jenkins and Undersecretary for Defense Policy Colin Kahl led the US delegation.

This is the third high-level meeting of the EDSCG, which provides a forum for broad discussions on strategic and political issues to strengthen the Alliance’s deterrence in the Korean Peninsula and stability in the Indo-Pacific region. The September 16 dialogue highlighted the commitment of both partners to using all available levers – including diplomatic, informational, military and economic tools – to strengthen and strengthen the US security commitment to the ROC and to deter aggression by the to reinforce the DPRK and to counter the aggression in the broader DPRK threat.

The United States and the Republic of Korea expressed serious concern about the DPRK’s escalating and destabilizing messages related to the use of nuclear weapons, including the passage of the new nuclear law. Both sides pledged to continue efforts to use all elements of the national power of both countries to strengthen the alliance’s deterrence posture. The United States reiterated its ironclad and unwavering commitment to draw on the full spectrum of its military capabilities, including nuclear, conventional, anti-missile and other advanced non-nuclear capabilities, to provide the ROK with an enhanced deterrent. The United States and the ROK made it clear that any DPRK nuclear attack would meet with an overwhelming and decisive response. Both sides also reaffirmed their will to continue and strengthen the Alliance’s close consultation on US nuclear and missile defense policies.

The United States committed to enhancing coordination with the ROK to continue deploying and deploying strategic assets in the region in a timely and effective manner to deter and respond to the DPRK and enhance regional security. They highlighted the combined training of fifth-generation F-35A fighter jets in July and the upcoming deployment of the Ronald Reagan Carrier Strike Group in the region as a clear demonstration of such US commitment.

The two sides will continue to explore ways to improve the Alliance’s strategic readiness through improved information sharing, training and exercises as they relate to nuclear and non-nuclear threats, including better use of plan exercises. Both sides also pledged to improve coordination and strengthen the Alliance’s missile defense capabilities and posture, and continue cooperation in the space and cyber arenas to incorporate this through expanded multi-domain exercises.

The United States reiterated its strong support for the goals of the ROK’s Audacious Initiative, and both sides pledged to continue their coordinated efforts to achieve full denuclearization of the Korean peninsula. The two sides also agreed that they will strengthen cooperation to counter circumvention of DPRK sanctions and illegal cyber activities using diplomatic, economic and military tools. Both countries stressed that despite several United Nations Security Council (UNSC) resolutions, the DPRK’s continued pursuit and development of ballistic missiles and weapons of mass destruction undermines regional and global security and stability, as well as the global non-proliferation regime. Both sides agreed on the importance of upholding and fully implementing all relevant UN Security Council resolutions.

The United States and the ROK reiterated that a DPRK nuclear test would be met with a strong and determined response from the entire government. The two countries are closely coordinating the details and preparing for all possible scenarios.

With the DPRK’s evolving nuclear and missile threats and growing threats in the region, both sides pledged to continue working together to ensure that ROK and US strategies and postures promote peace and stability in the Indo-Pacific, including through bilateral exercises and training, and trilateral and multilateral collaboration with partners across the region.

The two sides assessed that the third EDSCG, including a delegation visit by a B-52 strategic bomber, contributed significantly to strengthening the Alliance’s deterrence as well as to improved common understanding and effectiveness of US enhanced deterrence. Both sides agreed to hold the high-level EDSCG annually. The next EDSCG engagement will take place in the first half of 2023 at expert level to advance efforts ahead of the next high-level EDSCG meeting.
