Joint press release of the US Department of Energy, the Embassy of the United States of America and the Ministry of Climate and Environment of the Republic of Poland

On September 12, 2022, the United States, through the US Department of Energy and US Ambassador to Poland Mark Brzezinski, joined Westinghouse Poland President Miroslaw Kowalik and Bechtel General Manager Nuclear Energy Ahmet Tokpinar to present to the Secretary a Concept and Implementation Report on Civilian Nuclear Cooperation for Climate and the Anna Moskwa environment in Warsaw, Poland.

The concept and implementation report is a detailed bilateral plan to build six large nuclear reactors using American technology and a framework for strategic cooperation between the United States and Poland in the field of civil nuclear energy. The report fulfills an obligation under the U.S.-Polish Intergovernmental Agreement on Civilian Nuclear Energy Cooperation, which was originally signed in October 2020.

The design and implementation report, which serves as more than a commercial offering, reflects 18 months of intensive work and millions of dollars of US-funded analysis and evaluation. In support of this report, the American project companies Westinghouse and Bechtel carried out detailed studies on the feasibility of the AP1000 technology to meet the expectations of the Polish nuclear power program and Polskie Elektroownie Jądrowa, an investor in the construction of nuclear power plants in Poland. The final document was thoroughly reviewed by experts and found to be complete by a bipartisan steering committee co-chaired by Deputy Minister Adam Guibourgé-Czetwertyński of the Polish Ministry of Climate and Environment and Assistant Secretary of State Andrew Light of the US Department of Energy.

Speaking about the importance of the document, US Energy Secretary Jennifer M. Granholm said: “The report is a major step towards Poland’s development of a strong civil nuclear industry with zero carbon emissions and will result in another European energy source free from Russian influence. This project can ensure that Poles can receive the safest, most advanced and reliable nuclear technology available.”

Her counterpart, the Polish Minister of Climate and Environment, said: “We appreciate the cooperation and dialogue based on the intergovernmental agreement signed by the US and Polish sides in October 2020, which led to the completion of the concept and implementation report. This report will be taken into account by the Polish government when it makes key technology-related decisions this autumn. The installation of nuclear energy in Poland will make a significant contribution to socio-economic development and what has recently become crucial due to the outbreak of Russian aggression against Ukraine – to ensuring energy security.”

US Ambassador to Poland Mark Brzezinski said: “Poland could not find better partners than Westinghouse and Bechtel. This comprehensive report is a reflection of the US commitment to Poland’s energy security and could mark the expansion of our multidimensional strategic relationship in the security and economic spheres.”
