It’s been seven months since Putin’s February invasion of Ukraine, and the war’s devastating toll continues to mount. Thousands of civilians were killed or injured, 13 million Ukrainian civilians were forced to flee their homes, historic cities pounded to rubble, horrifying reports of ongoing atrocities, nuclear power stations put at risk, food shortages, skyrocketing food prices around the world. Ukraine’s incredible front-line defenders continue to fight for their country’s freedom, and President Biden has made it clear that we will stand by the Ukrainian people during that time. I repeat this message to President Zelenskyy and his team today in Kyiv, which remains ̶ and will remain ̶ the capital of sovereign, independent Ukraine.
I also informed President Zelenskyy that, based on the delegation of authority from the President, I authorized the withdrawal of twenty people from September 2021 of US weapons and equipment for Ukraine. This $675 million withdrawal includes additional weapons, ammunition, and equipment from the US Department of Defense inventory ̶ equipment that Ukrainian forces use effectively in the defense of their country.
In addition, we also notified Congress today of our intention to provide $2.2 billion in long-term investments in Foreign Military Financing to strengthen the security of Ukraine and its 17 neighbors; including many of our NATO Allies, as well as other regional security partners potentially at risk of future Russian aggression.
This announcement will bring total US military aid to Ukraine to approximately $15.2 billion since the start of this Administration.
