Cairo – US Special Envoy to the Horn of Africa Ambassador Mike Hammer met with senior Egyptian officials on July 25 to promote a diplomatic resolution on the Grand Ethiopian Renaissance Dam (GERD) that supports the water needs, economy and livelihoods of all Egyptians, Sudanese and Ethiopians.

“I came to Cairo on my first official trip to the region to hear from our Egyptian partners on the critical issue of the Great Ethiopian Renaissance Dam and to better understand Egypt’s water needs,” said Special Envoy Hammer. “We are actively engaged in supporting a diplomatic path forward under the auspices of the African Union that reaches an agreement that provides for the long-term needs of every citizen along the Nile.”

During their recent meeting, President Biden reiterated to President Al-Sisi US support for Egypt’s water security and for crafting a diplomatic resolution that will achieve the interests of all parties and contribute to a more peaceful and prosperous region. Special Envoy Hammer’s visit to Cairo, which took place just days after Presidents Biden and Al-Sisi met, focused on this priority.

At the Ministry of Foreign Affairs, special envoy Hammer met an interagency team responsible for GERD negotiations with Ethiopia and Sudan. At the parliament, special envoy Hammer met MP Karim Darwish, head of the House of Representatives’ foreign affairs committee.

Over the past four decades, the United States has contributed over $3.5 billion to strengthen Egypt’s water security by bringing clean water to a quarter of Egypt’s population, upgrading Cairo and Alexandria’s water treatment services, modernizing the Aswan Dam power station, and building water infrastructure for residents of North Sinai. Special Envoy Hammer’s involvement in GERD builds on the strong record and history of America’s partnership with Egypt.

During the meetings, Chargé d’Affaires Nicole Shampaine also delivered an invitation from the White House to President Al-Sisi to attend the US-Africa Leaders Summit 13-15. December 2022.  Egypt’s participation in the summit would help the region and strengthen US-Egypt and US-Africa relations as we work together to address global challenges.
