Recently, two respected groups of Canadian experts (many retired from extensive government service) published reviews of Canadian national security strategies. They had an unusual warning for Canada. Along with a focus on issues you can expect, such as global warming and competition with Russia, the University of Ottawa review expressed these surprising concerns:
The protests of [Canadian trucks] [at the U.S.-Canada border] also pointed to a broader and potentially existential question for Canada: the implications of a democratic return to the United States. If the scenarios of widespread political violence in our southern neighbor materialize, how should Canada respond? This question would have been fanciful only a few years ago, but it is very real today … An increasingly unpredictable and unilateral US – especially if Donald Trump, or a like-minded Republican, wins the presidency in 2024 – can raises difficult questions. The United States is and will remain our closest ally, but it can also become a source of threat and instability.
That raises a fascinating question. There should be an assessment of the threat of the Canadian intelligence of the United States, because if you fail to have one it would be a top-notch professional malpractice and the Canadian intelligence services are too competent to ignore the question. On the other hand, no Canadian government can publicly acknowledge the existence of such an assessment, because to do so would be very politically embarrassing and disclosing the content of the assessment would, of course, be contrary to national interests of Canada. Therefore, the assessment should be buried under the highest possible security rating, and we can only imagine its content.

Of course, all this is speculation. However, Canadians must be wondering what the future holds, and it is a reasonable bet that their own perspectives on the future bear some moderate resemblance to the above. No wonder the cry of the late comedian Robin Williams about Canadians who feel like living on a meth lab enjoys continued popularity as a meme, but there has always been an element of schadenfreude towards the neighbor of the our superpower.
