Most people living in the United States have daily routines that include the use of amenities that we take for granted in our homes; we get up in the morning, turn on the light, turn on the water and connect various devices. We usually do these things without thinking.
By supporting participants in a harsh military exercise, all of these activities are made possible by a group such as the 311. Sustainment Expeditionary Command – an Army Reserve unit based in Los Angeles, California.
311. ESC members are responsible for ensuring that such resuscitation requirements are met in the Ben Ghilouf training area of Tunisia during the multinational exercise known as the African Lion 2022. Nine members of the 311. ESC traveled to southern Tunisia to coordinate and oversee the setup and maintenance of housing structures and workforce for exercise participants in the USA. According to Major Thomas Olesen, Branch Commander / Commander of Mayor’s Cell 311, the ESC operates as part of the 650th Regional Support Group – the army’s higher reserve unit based in Sloan, Nevada, tasked with an overall multinational African Lion support mission 22.
To meet the challenges of supporting the diverse needs of the military and naval units living in the Ben Ghilouf training area, 311. ESC employs members with a wide variety of skills and experiences.
Sgt. Anthony Rojas is, in his description, the “life support supervisor” in Ben Ghilouf’s training area. Rojas’ normal military job is to process administrative staff, but his training role includes inspecting facilities and equipment, fulfilling requests from practicing tenants, reporting findings and requirements to the mayor’s cell, and coordinating with local contractors to complete the necessary work.
“I take my responsibilities very seriously, whether it’s someone’s pay or a problem with the showers or the door to their quarters,” said Sgt. Rojas. “I want everyone to be able to do their job without having to worry about these things.”
Rojas, a 19-year-old member of the US Army Reserve, worked as an operating room technician for 17 years before joining the Human Resources Department, where he also holds a special trainer position. He mentions his experience in missions in Iraq and work during the humanitarian action as part of the New Horizon operation in Honduras as key factors in preparing him for his current duties. “I’ve definitely learned to use all the resources available to get my job done, whatever that may turn out to be,” said Rojas.
Rojas added that the high pace of surgery and the stressors associated with his previous medical work have helped him bring a sense of urgency to any project that comes to his mind. Rojas remarked, “For me, it’s really just about taking care of soldiers in the best possible way.”
Sgt. Pablo Albizures, non-commissioned human resources officer, 311 ESC, has been a soldier for over 23 years – seven of them as a full-time professional in the army’s reserve. Albizures had military professional specializations in automated logistics, wheeled vehicle operations, funeral affairs, and human resources. He felt lucky to have had the opportunity to coordinate with the US Army’s Southern European Task Force in Africa before embarking on an extended format of exercise compared to the previous year. “Tunisia has around ten times more people participating in the exercise compared to last year,” Albizures noted.
Pre-planning and coordination activities involving elements of the ESC such as the 311 ESC have given SETAF-AF the opportunity to share relevant information and review best practices, while helping units assigned to the 650th RSG prepare for their mission during the exercise. Albizures stated: “It was great to be able to get this coordination and all the guidance we got from SETAF.”
As the 311st ESC carried out his part of the plan, Lieutenant Go Kim, a personnel officer, helped to resolve some of the logistical issues that faced the unit during the planning and initial setup phases before and during the arrival of soldiers and marines. From confirming the number of participants that will be living in Ben Ghilouf’s training area to accommodating delays in transporting equipment and bringing in additional accommodation units to replenish the tents that were erected to accommodate the troops, Kim said it worked until 311. ESC the advantage of the team is bringing in employees with many different experiences behind the belt. “Identifying people and coordinating the sharing of knowledge and skills was really crucial,” said Kim.
With a total of nine soldiers to manage, monitor and coordinate the nutrition, accommodation and general needs of hundreds of exercise participants, 311. ESC undertakes this task with very few personnel. Kim noted: “Despite the fact that we have such a small team, we have a wide range of possibilities.”
