President Joe Biden embarked on one of his administration’s most high-profile and consequential diplomatic journeys in May.

Against the backdrop of growing global tensions, notably the Russian invasion of Ukraine, the president traveled to Asia with the strategic goal of strengthening historical relations within the Indo-Pacific region. He met with several heads of state and provided a broader and more reassuring context on America’s vision of a free and stable Pacific.

Despite an ambitious and far-reaching agenda, arguably the most significant development that occurred during this trip was the reaffirmation of the quadrilateral security dialogue by its founding members. This geopolitically relevant quartet of partners, made up of the United States, Australia, India and Japan, was originally formed to serve as what former Japanese Prime Minister Shinzo Abe called “the Asian Arch of Democracy.” It would be a strategic dialogue, reinforced by increased diplomatic and military cooperation, with the aim of ensuring a free and open Indo-Pacific.

However, this partnership, which was originally founded during the last years of the George W. Bush administration, has not always enjoyed the same level of cooperation it does today. Indeed, it has encountered numerous obstacles in its short history. Despite a promising start, conflicting priorities soon sank the Quad as member countries, particularly Australia, sought to foster closer relations with the Chinese government.

In the following years, several key geopolitical developments emerged that necessitated a reconsideration of the suspended dialogue. For example, under the leadership of Xi Jinping, China began to institute a much more aggressive Indo-Pacific foreign policy than it had previously embraced. China began to claim large swaths of territory in the South China Sea with the infamous “nine dash line” and militarized islands throughout the region.

These actions concerning, coinciding with the “pivot” of the United States towards Asia, laid the foundation for the revival of the Quad.

Unsurprisingly, the re-emergence of this deal has antagonized regional opponents, especially Beijing. While it initially dismisses the strategic partnership as fleeting, or akin to “Pacific sea foam,” Chinese attitudes have recently taken on a more hostile tone. The Chinese government has accused the Quad of harboring NATO-like aspirations, with its foreign minister saying it is simply “fueling geopolitical rivalries.”

Despite protests from China, the momentum behind the Quad is accelerating. Cooperation has increased and there are talks about expanding this deal to include other regional powers. What does this cooperation mean for the United States and its defense industrial base?

Following the recent Quad meeting, the White House released a statement addressing key areas of future cooperation. The “Critical and emerging technologies” were specifically highlighted and the following topics were addressed.

It was announced that “Quad will cooperate on technical exchanges and test bed activities to promote interoperability and cybersecurity of telecommunications.” In addition, the members of the Quad have launched a “consortium of investors seeking to promote access to capital for critical and emerging technologies within and through the Quad.”

Finally, member nations have launched a “Quad Cybersecurity Partnership” which “will aim to prevent cyber incidents, prepare national and international capabilities for potential cyber incidents, and / or respond quickly and effectively to a cyber incident, when or should it occur. “.

This list of ambitious goals, while not exhaustive, has clear implications for the US industry. Not only will US industrial forces be called upon to collaborate with key allies, but they are doing so with a purpose.

Based on the White House statement and other administration comments, the defense industrial base will be instrumental in promoting greater cooperation between the United States and its Indo-Pacific allies. Whether it is information sharing or the development of essential technologies, industry will be a key tool in US efforts to deter threats in a vital region.

The Quad partnership reflects a world whose threats and challenges are constantly changing. Since the end of the Cold War more than 30 years ago, the United States has largely operated in a unipolar environment. Without the persistent threat from the Soviet Union, the United States operated as the only superpower on the world stage. However, as history has shown over and over again, global political dynamics rarely remain stagnant for long.

China has now grown into the global community, nurturing an ambition to challenge US military and economic dominance. To achieve this, China has been able to use its government-backed investments in critical sectors.

Despite these advances, there are key differences that remain between the United States and its main adversary in the Pacific. America does not run a command economy and never has. The US economy, based on free market principles, will never surpass the central planning of the Chinese. Therefore, the US must continue to rely on its allies, along with its innovative defense industrial base.

By emphasizing these historical strengths, the United States will be able to foster strong diplomatic relations in the Indo-Pacific. The quadrilateral security dialogue, in which US industry plays an essential role, will allow the US to maintain a strategic advantage over its number one threat, China.
