Raleigh, N.C. – A new bill introduced in the North Carolina State House would require schools to accept some form of payment for all high school athletic events.
House Bill 38, “Entry Fees for HS Interscholastic Events,” would require all schools to accept cash as a form of payment at high school events. In addition, the Tar Heel Card for seniors should be accepted for free at a high school sporting event.
The bill was introduced in the state House on Tuesday by A. Reece Pyrtle Jr. Rep. (R-Rockingham). Pyrtle told HighSchoolOT that she has heard from constituents about the problems with digital cards, but she also had first-hand experience.
“I had an experience at a high school football game last fall where I had to download an app, enter my credit card information and pay a convenience fee per ticket to get into the event,” Pyrtle said in an email. “There are some adults and students in our communities who may not have the means to buy sports tickets in this way. They should not be excluded from attending interschool sports events.”

“When an admission fee is charged to an interscholastic athletic event, cash shall be accepted as a form of payment for admission at the time of the event,” the bill states.
The bill would not prevent schools from using digital card issuing companies, but would also require schools to pay in cash. Applies to all schools under the governance of the North Carolina State Board of Education, N.C. Including all members of the High School Athletic Association, public and private.
Since the COVID-19 pandemic, many colleges have transitioned to digital ticketing systems, often allowing attendees to purchase tickets through a mobile app. While this may help streamline the process for sports administrators and people working at the gate, it has raised concerns for some fans.
In recent years, there have been long queues where fans queued to buy tickets. There may also be problems with connectivity in some schools. Also, elderly attendees may not have compatible phones.
The second point of the bill is specifically aimed at older adults. If passed, HB 38 would require schools to allow free admission to anyone with a senior citizen Tar Heel Card issued by the Department of Health and Human Services.
If the law is approved, it would go into effect for the 2023-2024 school year. HighSchoolOT has reached out to the NCHSAA for comment.
