An application for a Massachusetts sports betting license is due on Monday, and a top gaming official said Thursday afternoon that “all eyes” are on the impending deadline.
Members of the public will find out next week which companies are serious about their bid to secure the much-coveted sports betting license in a new market. Thirty businesses submitted initial documents signaling their intention to apply for permits, but it remains to be seen how many submit actual applications.
At the end of an hours-long meeting on Thursday in which members of the Massachusetts Gambling Commission climbed the mountain of sports betting regulations, Bureau of Investigation and Enforcement Director Loretta Lillios said “all eyes” were focused on Monday’s deadline.
“This is an important time for operators. We have met them in groups by their categories. We have answered their questions, and I know they are working on their app now,” he said. “And as for our team, we are working hard to ensure that Monday goes smoothly with that initial process.”
Sports betting applications are due at 2 p.m. Monday, along with a non-refundable $200,000 application fee. The apps are considered public record under state law, and the commission plans to release them eventually after reviewing them.
The document asks everything from previous sports betting experience to job opportunities and how a company will “encourage racial, ethnic and gender diversity” to what responsible gaming policies they plan to implement.
Responses will be scrutinized by the commissioner and staff, and the commission’s Bureau of Investigation and Enforcement will help lead the commissioner through efforts to determine which applicants are suitable to establish themselves in Massachusetts’ new market.
Three casinos – MGM Springfield, Plainridge Park Casino and Harbor Encore Boston – are expected to apply for a category one sports betting license, which, if approved, will allow them to offer live betting in their physical stores. mortar company.
State governor Charlie Baker’s law approved in August also gives all three casinos the ability to offer mobile sports betting through up to two individually branded platforms.

If mobile betting companies can strike the right deals with casinos or broadcasting facilities, they could potentially avoid the competitive process for one of the state’s seven mobile betting licenses that are not tied to brick-and-mortar operations.
All companies still need to undergo scrutiny by the Gaming Commission, and dealing with casinos, racetracks and broadcasting facilities doesn’t fully guarantee access if regulators spot a problem.
During Thursday’s hearing, Lillios reminded the commissioner a second time that “all eyes will be on Monday”.
“We are continuing to follow regulations and other preparations – but everyone is focused on Monday,” said Lillios.
And the commission strictly complied with the rules during its meeting on Thursday, spending hours pouring out seven drafts covering everything from protections of minors to sports betting equipment and betting kiosks to operating certificates.
The Gaming Commission approved a late January launch for live betting and an early March rollout for online betting, although they have left themselves to adjust those dates should challenges arise.
The regulator previously said that applications for category two operators – which include Raynham Park and Suffolk Downs – would be due as companies needed more time to assess their needs, find sportsbook partners and strengthen physical locations.
