OLYMPIA – The Washington State Department of Health has taken disciplinary action or withdrawn charges against the following health care providers in our state.

The Ministry’s Health Systems Quality Assurance Division works with boards, commissions and advisory committees to establish licensing standards for more than 80 health professions (e.g. dentists, nurses , advisers). Information about disciplinary action taken against physicians and physician assistants is available on the Washington Medical Commission (WMC) website. Questions regarding WMC disciplinary action can be sent to media@wmc.wa.gov.

Benton County

Information about health care providers can be found on the agency’s website. Click “Find a Healthcare Provider License” in the “How Do I?” section of the Department of Health website (doh.wa.gov). The site includes information about a health care provider’s license status, title expiration and renewal date, disciplinary actions, and copies of legal documents issued after July 1998. This information is also available by calling 360-236-4700. Consumers who believe a health care provider has acted unprofessionally are encouraged to call and report their complaint.

Grays Harbor County

In June 2022, the health secretary conditionally granted an affiliate adviser license to Jessica Mae Constant (CG61272397). Constant agreed to the terms, which include four years probation, professional supervision and quarterly performance reviews. In 2020, Constant was convicted of burglary and trafficking in stolen property and possession of a stolen vehicle in Clallam County Superior Court.

King County

In June 2022, the Medical Assistance Program charged Certified Physician Assistant Alexandra Lee Krussel-Tupper (CM60361582) with unprofessional conduct. In June 2022, the Secretary of Health conditionally granted a Chartered Behavioral Analyst designation to Heung Suk Yang (BA61289602). Yang agreed to the terms, which include a two-year probationary period on his license, professional supervision and quarterly performance reviews. In June 2021, Yang was convicted of an attempted fraudulent insurance claim in King County Superior Court.

Kitsap County

In June 2022, the Unlicensed Practice Program and Qingjie Zeng agreed that Zeng would stop practicing massage in Washington unless he first obtained a title and pay a $1,000 fine for practicing without a license. On the same subject : This is High-Tech Life.

In June 2022, the massage therapy program and massage therapist Jack Eric Johnson (MA60625031) accepted an order requiring him to undergo continuing education, pay a $1,000 fine, and pass the jurisprudence exam. Johnson offered a massage to a client when his credential expired.

Lewis County

In June 2022, the Health Secretary rejected Christopher William Dunaway’s Certified Nursing Assistant application (NA61052004). Dunaway did not return a required substance use assessment.

Pierce County

In July 2022, the Caregiver Scheme charged Certified Caregiver Nhial Chieny Diing (NC60109455) with unprofessional conduct. Diing was arrested for driving under the influence of alcohol and driving with a suspended license in 2020 and 2021. As a result of the legal process, he was required to undergo alcohol supervision and refrain from drinking alcohol, conditions which he allegedly violated. He also reportedly did not fully disclose his arrests to a Health Department investigator.

In June 2022, the Board of Nursing terminated Kimmy Kay Gamble’s Licensed Practical Nurse credential requirements (LP60139559).

Snohomish County

In June 2022, the Health Secretary released mental health counselor Christa Goggans (LH00003726) from conditions imposed on her licence.

In June 2022, the Health Secretary dropped the charges against massage therapist Anna Jia Reese (MA60893501).

In June 2022, the Health Secretary dropped the charges against massage therapist Li Tie (MA60809654).

In June 2022, the Health Secretary granted Kimberly Denise McIntosh (CO61252332) a substance abuse vocational trainee license with conditions. She agreed to two years probation, professional supervision and quarterly performance reviews. In 2017, McIntosh was convicted of theft, solicitation of possession of a controlled substance and attempted impersonation. In 2019, McIntosh was convicted of possession of stolen property.

Spokane County

In June 2022, the Nursing Assistant Program and Agency-Affiliated Counselor Program reinstated Certified Nursing Assistant and Agency-Affiliated Counselor Lamin Kemo Darboe (NC10062941, CG60114241) with conditions. Darboe agreed to the terms, which include at least two years probation, professional supervision and quarterly performance reports.

Whatcom County

In June 2022, the Health Secretary terminated the terms of license of substance use disorder professional Andrew Phillip Cotter (CP61105599, CO60901896).

Walla Walla

In June 2022, the Health Secretary dropped the charges against massage therapist Ningning Keener (MA60810069).

In June 2022, the Social Worker Program, Nursing Assistant Program and Rhaejon Monique Ongers (LW00009729, NC60951019) accepted an order requiring Ongers to contact a substance use monitoring program. Ongers, an independent clinical social worker and certified nursing assistant, went to work with bloodshot eyes, slurred speech and erratic movements and tested positive for alcohol.

Note to editors: Healthcare providers accused of unprofessional conduct have 20 days to respond in writing to the Department of Health. The case then enters the settlement process. If no disciplinary agreement can be reached, the matter will proceed to a hearing.
