ALBANY – Health insurance companies are demanding the largest increase in premiums from state regulators in a few years – a weighted average of 18.7% for individual markets and 16.5% for the small group market.
According to the weighted average, the claims of MVP Health Care and CDPHP from the capital region range from 13.6% to 38.4%, while individual rates increased by as much as 48.2%.
The State Department of Financial Services reviews requests submitted by insurance companies operating in New York and typically approves a smaller amount than originally requested.
In 2021, CDPHP and MVP requested an increase in premiums ranging from 4.9% to 16.9%, but were granted between 3.4% and 9.0%.
Both insurance companies together have more than a million members, but the requests they made last month for an individual or small group would only affect 11% to 12% of their membership.
Requests for price increases to cover large groups of health insurance have not yet been submitted, and tariffs for some other categories of health insurance are not regulated by the state.
CDPHP spokeswoman Ali Skinner said this is not the first request for a large interest rate increase submitted by an Albany-based insurance company, as the factors that increase its costs are neither new nor unknown.
However, in 2022, all the factors come together at once, she said.
CDPHP has spent more than $ 560 million to supply COVID since the beginning of 2020; some of its members have postponed care due to the worst period of the pandemic and their condition is now worse or more expensive to treat; healthcare costs have been rising for years; hospital mergers lead to higher costs; and drug prices have skyrocketed.
The cost of pharmaceuticals has risen from 23% of applications submitted to CDPHP two years ago, to 30% now, Skinner said.
“It just devours the top dollar,” she said.
There are also mandates that are growing in number in New York each year.
No less than 18 proposed new mandates have been approved by law and await the signature of Governor Kathy Hochul, Skinner said. As a whole, and given the way they would be implemented, it would result in a significant increase in costs for insurance companies, she said.
The industry group representing health insurance companies, the New York Health Plan Association, found that the state of New York collects more than $ 6.5 billion in health plan taxes annually, raising the family policy premium by more than $ 1,000 on average.
The state also imposes more than three dozen specific treatments and services that go beyond the guidelines of national health organizations, the association says, and each has its own costs.
All of this means higher costs for employers who insure their employees and for individuals who purchase insurance themselves.
In a prepared statement, the Schenectady MVP noted that it is a non-profit company.
“We are aware of the financial difficulties our customers may face due to rising costs of goods and services, including health care premiums.
